Maria Del Carmen Alvarez-Concepcion, a homeowner and longtime board member of the Greynolds Park Club Condominium Association in North Miami Beach, was arrested this week on charges related to a kickback scheme, according to an April 10 report. Authorities said she faces charges of organized fraud, second-degree grand theft, and soliciting or accepting kickbacks.
The case is significant as it highlights ongoing concerns about financial misconduct within condominium associations. Investigators allege that Alvarez-Concepcion accepted $20,910 in unauthorized payments from vendors seeking contracts at the seven-story complex located at 17890 West Dixie Highway. The property consists of 138 units with apartments currently listed between $168,000 and $340,000.
The investigation began after a complaint from another board member and unit owner who contacted police when a vendor reported being solicited for payments by Alvarez-Concepcion. Police say these payments were made both in cash and through Zelle transfers.
According to the police report, there were additional concerns raised about Alvarez-Concepcion’s management practices. The report stated that the board member “further reported longstanding concerns regarding the defendant’s exclusive control over multimillion dollar contracts, lack of financial transparency, questionable fees, missing records, and the exclusion of certain board members from major association decisions.”
Alvarez-Concepcion was taken into custody Thursday in the parking lot of Greynolds Park Club. Detectives said she “admitted to accepting kickback payments while acting in her position as an on-site manager.” She was booked into Turner Guilford Knight Correctional Center following her arrest.
Association fraud has been described as a persistent problem across South Florida. In February, another property manager in Broward County faced similar charges involving allegations of misappropriating more than $600,000.
