Related Urban, in partnership with BH Group and Tezral Partners, has received preliminary approval to develop a 418-unit apartment complex at Marina Village in Riviera Beach. The project will feature two 20-story towers on a 2.45-acre site bordered by Broadway, East 12th Street, Avenue C, and West 13th Street. The proposal now moves to the Riviera Beach City Council for final consideration.
The development team includes Miami-based Related Urban Development Group (the affordable housing division of the Related Group), Aventura-based BH Group, and West Palm Beach-based Tezral Partners. The planned units will include 190 two-bedroom apartments, 152 one-bedrooms, 38 three-bedrooms, and 38 studios. Additionally, the complex is set to have 3,000 square feet each of retail and office space. Planned amenities are an 1,800-square-foot fitness center, an equal-sized coworking area, and a pool deck at ground level.
A nine-level parking garage with 652 spaces is also included in the design. This figure is about a quarter less than what city code requires for a project of this size.
The proposed Gallery at Marina Village would be built next to another development from Related Urban and Tezral Partners—the Residences at Marina Village—which is an eight-story building with 149 affordable and workforce housing units currently under construction. That project is expected to be completed by fall.
Both projects are part of Riviera Beach’s Marina Village Master Plan—a strategy adopted in 2013 aimed at spurring economic growth across a city- and community redevelopment agency-owned waterfront area totaling about 90 acres. The master plan also features amenities such as a marina and an event space with outdoor dining.
While the new proposal was initially designed as a market-rate rental development rather than workforce or affordable housing, board members have recommended including workforce housing options as well. “That doesn’t mean a workforce person can’t reside in the Gallery at Marina Village, but the market will dictate what the rents will be,” said Albert Milo, president of Related Urban Development Group.
Milo stated that rents for these units are projected between $2,500 and $4,000 per month. When asked about incorporating workforce units into the new complex by Frank Fernandez (the planning board’s vice chair), Milo responded that he had no objections: “Workforce housing units only need to be affordable for households earning 120 percent of the area median income.” He noted that in Palm Beach County this threshold is approximately $98,000 annually—a figure expected to rise to $108,000 in May.
Related Urban’s team is among three groups bidding on rights to develop up to twelve acres within Marina Village near the waterfront under the master plan framework. Competing proposals include Forest Development’s convention center—planned at over 320,000 square feet alongside hotel rooms and condos—and Sonnenblick Development’s mixed-use project featuring a Margaritaville Hotel plus residential units.
The broader master plan calls for future construction of condo buildings (224 total units), additional hotel rooms (120), ten three-story condos along with waterfront retail offerings and another parking structure equipped with sports courts.
